No. This is not the best move.
Diagram 1 shows the fork we were looking at on the last page. Diagram 2 shows the position after black moves his rook to a8.

White can still take either of the rooks with his bishop. It it true that black can recapture with his other rook but then he has lost a rook and white has only lost a bishop. Black can do better than this.
